feat: 添加个人中介DTO类

- 创建 CcdiIntermediaryPersonAddDTO 用于新增操作
- 创建 CcdiIntermediaryPersonEditDTO 用于修改操作
- 使用 Jakarta 验证注解确保数据有效性
- 使用 Swagger 注解提供 API 文档说明
